From what I vaguely recall looking at that, the ivy story is partially true at least. He was involved, but I think there may have been some downplaying of others' roles and him framing it more as just his brilliant idea. So that is more a "classic" Veeck story with degrees of truthfulness, compared to this entirely-fake outlier.
So the story about young Bill planting the ivy on Wrigley Field’s outfield walls may not be true, either?
